From the PBO comments attached to this notice it seems the news is nearly 3 years old, although I had not been aware of it. It appears to involve only the United States and on a quick Google search I can't find anything to suggest that other Sates are to follow suit. Does anyone have any more information?

The PBO comments are old, but the notice was issued today. I would believe that the US will take the lead in this and others will follow.
One can only hope that enough people comment in such a way that NAVTEX is retained, buch like it waswith Loran C.
