Quite frankly my advice is don't. He's expensive and not that good, but we got the cruising permit OK.
  I also used Ronnie Sanchez in Santa Cruz. Very good and helpful and not  expensive. 
  All the paperwork was done quickly on the boat by the various officials, all I had was sign here and this is your copy!
