Yes, it is real!
Charles Starke first alerted us to this topic a couple of months ago. See his, and subsequent postings, at Home/Seamanship/Communications/GPS Interference....
I last posted under that reference in July after attending a very interesting webinar by the (US) National Space-Based PNT Advisory Board in which there was a great deal of concern expressed about the FCC decision to licence Ligado to use part of the spectrum used by GPS for their 5G networks. There is a link to the full paper in the above thread. I have not seen any more recent news.
