I just got word that an Irish yacht owner, who keeps his boat in Portugal has been asked for a T2L, which is apparently something to do with the cargo on board. (He had previously been asked for all his papers, which he did present.

Can anyone shed light on the legality of this and what, if any, redress the owner has?

We were not asked for this when a customs boat came alongside for a documents check while at anchor in Portugal in 2015.

It would be interesting to hear the outcome of your case. We plan on again visiting Portugal in 2018.
